I have a BMD DeckLink card that is connected to a reference monitor. The only time it send video to the monitor is if I am on Da Vinci Resolve editing or playback. Are there any software that will allow me to playback video files to my monitor connected to the DeckLink?

Blackmagic Media Express is included when you install the drivers for the DeckLink. It can both capture and playback files. There are many others as well, ffmpeg/ffplay, Assimilate, most popular NLE:s, some DAWs.

I have BM Media Express install. It does not playback any video files.
